Health care in UK, France & Germany

I think (stress think) it does in Germany, where healthcare payments are taken in the form of insurance payments and the bureaucratic bit of healthcare is done by individual healthcare insurance companies. Having said that even when I exited 10 years ago, most if not all of these companies were operating at a loss and were receiving subventions from the government (ie tax payer).
