Yes - it seems straightforward although there seems to be slight confusion between "EU" and "Schengen" in places in the article.

I guess it addresses also the issue of people hopping between 90 days in Spain then 90 days in France (or wherever).

The text may well be fine for your average expensively educated, property owning, capital and or pension rich expat. in France or wherever in the EU. But do you really think that families heading to the Costas on Ryanair or to Disneyland or wherever or folk going off for a stag or hen do in, say, Prague are willing or able to read that text?
My challenge to Dominique and any other is to reduce the thing to ten lines, clear and concise; as I used to give this kind of thing as a précis exercise to students I will act as referee and give scores!

The problem with a precis of a complex issue (or two in this case) is that it leads to generalisations and inaccuracies which will trip someone up.

As I pointed out above, the author has already generalised and ended up confusing rules that apply to Schengen with those that apply to the EU.

As has been proven, time and time again, the sort of person you are referring to @tagh does not read or understand even the simplest explanations or even TV presentations regarding the simplest of complex situations.

Look at all of the reports of people refused boarding on said RA flights (and other airlines) because their passport no longer met the regulations. "Wodja mean my passport ain't valid? It's still got 4 months on it."

I could do that easily as could most other people. However I’m not going to. If it affects you find out more yourself. All I did was remind people that these things are coming and there will be consequences. I myself have just renewed my passport because although the old one did not expire until mid July 2023 it’s not fit for purpose because I& it’s issue date. We only find out about these things when they are made known to us. I heard that there was an issue with passports near the end of their life so I made further enquiries and found it affected me. I would have thanked the person who highlighted the issue, I certainly wouldn’t have criticised them having posted.
