I'm faced with either finding another bank that doesn't require a fancy phone that will work through the router or coughing up more cash for another phone and connection that I will never use apart from logging in to my bank account.
My UK bank access uses a little card reader. Transferwise will send me a code via voicemail on the landline (voip). The post bank is the only one insisting on ownership of a mobile where there is no network coverage.
The way I read it is that the bank can send you a code via fixed phone or 'puter of you don't have a mobile phone.
I could be wrong but surely worth checking this out.
I think I have mentioned the fact that my fixed phone does not have any way to recieve an sms, words or numbers. I do my banking by computer and can receive emails with a code if they would send one but they won't. I have explained the situation in tiresome detail three times and they have not yet come up with any kind of solution.
Yeah I got that but did you read this bit I've underlined.

Quelle différence entre Certicode et Certicode Plus ? Certicode est un service dédié aux opérations effectuées sur ordinateur et téléphone fixe, là où Certicode Plus est dédié aux smartphones.May 19, 2021

I do my online banking on my iPad which uses my wifi. When an SMS is sent with a code I can read it on my iPad even if my phone isn’t around. There is no need for a mobile signal.

CA* (yes I know - the marmite of the French banking world) have been using double authentication for major purchases or purchases from new suppliers for several years. Like La Poste they want to send an SMS and like you we have no way of receiving one. On explaining this they have agreed to send the codes to the email address that they have on record. Works well.

*Alsace-Vosges. It might not apply everywhere.

OH's bank in the UK are now going down the same route. Tried to find a way to email them - no chance. Tried ringing - endless waiting "we hope to connect you shortly but currently all lines are busy". " If you require your balance tap 1". " If you want to discuss insurance or savings press 2". ......"Thank you for waiting. We hope to connect you shortly but currently all lines are busy"........ " If you need to go for a pee because you have been waiting so long press 9!"

Eventually we gave up and have written. I am not holding my breath for a positive response.

Ask her how she logs in to her account without the security code. I have been told it will be a requirement soon.
She puts in the account number then the personel code no certicode. when she makes a purchase that requires a code its sent by sms to her non smart phone

We had problems with La Poste banque and when the certicodes came into being we cancelled our accounts and that in itself caused no end of communications. I am with CA locally they have been perfectly OK and very helpful for the last 15 years so I think it depends on the dept/region (yes if you make an appointment they will try to sell you something or other but that's their job and it's easy to refuse). They send a code to my PC but will send a code to my old non smart phone. However, due to a problem with DHL who for delivery and reasons of security asked me to tap the screen of the email they'd sent me with a code that came separately and which caused even more problems cos I couldn't tap the screen of my non smart phone. We realised that at some point we would have to get a smart phone which we did purely for security codes and now for the QR thingy. It stays in the house, doesn't get used much and is on a Leclerc payg contract of 3 euros a month. I have to admit it did/does take some getting used to but it takes very good photos! So maybe it would be worth you getting a cheap smart phone?

You are fortunate. I now have a third option. I can buy an Ipad. More money down the drain.

That is how it works for me at the moment. Easy peasy. But the bank tells me that I only have a short time before they will require a security code to be sent via mobile. This is the burning hoop I am trying to negotiate, now rather than later when I will not even be able to log into my account to check the balance.

I can't copy and paste this document into a translater. Does it provide a solution?

Edit update:
I figured it out. It is a service to link the mobile network to operate through your wifi router. We already use that for the wife's mobile. The problem that remains is that I would need to buy yet another phone and set up another monthly provider to get my own number for the bank security codes to be sent to. More expense, just to satisfy the bloody bank.

That certicode thing is (or should be) in place for all banks now. There is no way round it, it has to be done!

I am with La Banque Postale, and also use a free online only bank (Hello, part of BNP) and that also has a similar version, so I doubt it can be circumvented.
