Your phrasing of "is the rest of the EU banned" would indicate that the UK is part of the EU.
If you wanted to ask that question it would have been better to ask "Are any EU countries banned".

Any person aged 12 and over entering French territory must present a negative PCR or antigen test less than 24 or 48 hours old, depending on the country of origin.
For unvaccinated minors under 12 years, the vaccine status of their parents or accompanying guardians shall apply.
EXCEPTIONS
> Fully vaccinated Individuals arriving from a Member State of the European Union, Andorra, Iceland, Liechtenstein, Monaco, Norway, San Marino, the Holy See or Switzerland.

And in 2 days, the rules may change again. Govts have to act according to the next weeek's likely situation. I believe the Conseil de sécurité was meeting again today.

I suppose they have to keep adapting to the situation don't they.
I notice that there don't seem to be the country restrictions to entering England as there is in France so if someone wanted to enter France from a country that France has listed as scarlet they could have done so via the UK if these restrictions for travellers from the UK weren't put in place.

I expect they singled out the UK because of 1) le clown and 2) the rapidly increasing rate of infection (currently 50% higher than here - last figures).
