I doubt it. It sounds like a constitutional matter and therefore subject to both the Assemblée and le Conseil d'état/constitutionnel. In a sense, the Législatives could prove to be the decisive election for the next 5 years.

Macron may win the presidency but the legislatives risk a "hung" result (if that makes sense) which means they could make life difficult for EM getting anything through.
